Description
Living in BC is expensive, but staying active shouldn't be. The Leisure Access Program provides low-income residents (including students and workers) with 75% discounts on community centre passes and recreation courses.

What to do
1.
Verify your eligibility — in 2026, single individuals earning less than $41,765 net are eligible
2.
Go to the 'City of Surrey' or 'City of Vancouver' Leisure Access page
3.
Since you don't have a Canadian 'Notice of Assessment' yet, you will need a 'First Year in Canada' form or a letter from a settlement agency
4.
Submit your application and wait for your digital pass to be emailed
5.
Visit a local community centre to activate your pass and get your photo taken
Warnings
Eligibility for Workers
- If your salary is high, you won't qualify. However, KPU students have access to KPU's own recreation facilities, so check there first if you're a student.
Tips
Pools & Skating
The LAP card works for drop-in swimming, skating, and gym sessions. It's the cheapest way to stay healthy during your first Canadian winter.
