Exchange Your Driver's Licence

Description

If you are working, you have 90 days to switch to a BC licence. If you're a student, you can use your foreign licence longer, but a BC licence is the only way to get lower insurance rates. ICBC will take your old licence away, so be prepared.

What to do

1. Check if your country is on the 'Reciprocal' list for a direct swap without tests
2. Obtain a 'Letter of Experience' from your home country to prove 2+ years of driving history
3. Get your licence translated by an ICBC-approved translator (STIBC) if it is not in English
4. Book an 'Initial Application' appointment at icbc.com immediately — slots in Metro Vancouver fill up weeks in advance
5. Bring your original Passport, Permit, Home Licence, and Translation to the appointment
6. Pass the Knowledge Test (computer theory) at the office if your country is non-reciprocal
7. Book your Class 5 Road Test immediately after passing theory to skip the 12-month wait

Warnings

ICBC will seize and destroy your original licence

  • By law, you can only hold one driver's licence. ICBC must take your home country card
  • Take high-quality photos/scans of both sides before you hand it over
  • If you visit home later, you'll need to re-apply for a licence there or use your BC one if allowed

Don't get stuck with an 'L' or 'N' tag

  • Without a 'Letter of Experience' proving 2+ years of driving, you'll be treated as a beginner
  • This means you might have to wait 12–24 months before you can drive without restrictions
  • Request this letter from your home DMV or police before you leave for Canada

Tips

Students: The Full-Time Rule

Full-time students at recognized BC institutions can drive on their foreign licence for the duration of their studies. However, you'll pay much more for car insurance without a local BC licence.

2026 Rule: Class 7 to 5

From October 19, 2026, the second road test is gone. If you are placed in the 'N' (Novice) stage, ICBC upgrades you to Class 5 through a Driving Record Assessment instead — 12 months of safe driving if you are 25 or older, 24 months if you are younger. Stay ticket-free.

Study the 'technical' rules

Many experienced drivers fail the theory test because of BC-specific rules about school buses and cyclists. Use the 'ICBC Practice Knowledge Test' app — it's 100% accurate.
